美FDA發(fā)布嬰兒配方奶粉標示行業(yè)指南

9月16日,美國FDA發(fā)布嬰兒配方奶粉標示行業(yè)指南,涉及嬰兒配方奶粉生產(chǎn)商和銷售商如何正確標示的相關(guān)要求,包括對嬰兒配方奶粉品種確認、功能聲稱標注、以及對嬰兒配方奶粉產(chǎn)品的正確標示。

指南主要內(nèi)容

指南主要包含下列6個方面內(nèi)容:產(chǎn)品品種聲明;有關(guān)產(chǎn)品營養(yǎng)成份偏差標注“豁免”;營養(yǎng)成分聲稱標注;健康聲稱標注和具備健康功能聲稱標注;其他方面的標示要求,包括產(chǎn)品使用說明、圖示、最佳使用

日期、用水量說明和圖示、警示聲明、以及醫(yī)生建議;總的標示要求,包括中間材料、外文標示、宗教標示(滿足特定宗教需要)、過敏源標示等。

美國環(huán)保署發(fā)布最終條例制定的過硫酸銨作為防腐劑在加工農(nóng)產(chǎn)品中的最大殘留限量為0.05%,并于發(fā)布之日起生效,反對或有聽證要求的按40 CFR§178的說明在2016年11月15日前提交。

I. Introduction

The Food and Drug Administration (“FDA” or “we”) is publishing this reminder to infant formula manufacturers and distributors (“you”) about certain labeling requirements for infant formula products. While this guidance provides information about the labeling requirements for infant formula products generally, we are concerned particularly about the number of infant formula products that bear the same or similar statements of identity but are different in composition or intended use. We have also noticed an increased use of nutrient content claims that render products misbranded under the Federal Food, Drug, and Cosmetic Act (FD&C Act). This guidance provides information that can help you understand and comply with relevant labeling requirements. This guidance does not provide an exhaustive list of all regulations covering the labeling of infant formula. We encourage you to review your product labels to ensure they comply with FDA’s regulations, especially—but not limited to—the regulations discussed in this guidance. We also encourage you to refer to our guidance documents at www.fda.gov/FoodGuidances for additional information. FDA’s guidance documents, including this guidance, do not establish legally enforceable responsibilities. Instead, guidances describe FDA’s current thinking on a topic and should be viewed only as recommendations, unless specific regulatory or statutory requirements are cited. The use of the word should in FDA guidances means that something is suggested or recommended, but not required.
